Abstract : An SME from Northern Sweden are featuring a major breakthrough in the
field of government procurement in Sweden. They are developing software packages
to improve speed, quality and effectiveness in strategic procurement. The
functions enable planning, document handling, evaluation, communication and
publication tailor-made for procurement. Meets the demands of WTO's multilateral
GPA. Technology cooperation is sought to integrate the system in different
environments and portfolios.
Procurement processes, specifically in public sector organizations is an area
where large improvements are wanted. In order to shorten the time consumed,
increase the efficiency, quality and secure the legal demands of procurement
processes a software program package is being developed.
It is a system that handles strategic purchases such as frame agreements
stipulating prices for services, products or complex entrepreneurs performed
over long periods of time. The system follows the requirements stipulated in
European law for government procurement.
The developer is looking for a partner working with systems or system
architectures where governments, large organisations, municipalities etc. are
involved. A special interest is directed towards partners working with health
organisations, but also purchase organisations in private and public sector,
procurement intensive departments and organisations.
Main Advantages:
The procurement system is easy to use and combines standard office software with
procurement specific data and rules. The functions are tailor-made for the
procurement process and optimise the communication with tenderers. In-built
publication functions places all tenderers, or contracted bidders in a
functional and fast environment. The system can be integrated with other systems
in different ways.

Innovative Aspects : The system is not only tailor-made for government
procurement. It can also be configured to meet the specific demands of any
procurement. In order to help different governments to adjust to the GPA
(Government Procurement Agreement) and to national law the system holds unique
and innovative configuration advantages.
Tenders and agreements can easily be published on the Internet or on local
intranets. The system combines standard office software with procurement
specific data and rules.
